The Bharatiya Janata Party (BJP) has introduced a new digital platform called CDP-SURAKSHA to help horticulture farmers receive subsidies more easily.

A New Era for Horticulture Farmers

CDP-SURAKSHA, short for "System for Unified Resource Allocation, Knowledge, and Secure Horticulture Assistance," is set to revolutionize how subsidies reach horticulture farmers.

About CDP:

The Cluster Development Programme (CDP), led by the Ministry of Agriculture and Farmers Welfare, aims to make India's horticulture sector more competitive globally. It focuses on enhancing various aspects of horticulture production, post-harvest management, logistics, branding, and marketing.

Under this initiative, the National Horticulture Board (NHB) implements cluster-based development projects to promote integrated and market-led growth.

CDP-SURAKSHA: A Digital Boost

This new platform will make it simpler for farmers to get subsidies directly into their bank accounts using the special e-RUPI vouchers provided by the National Payments Corporation of India (NPCI).

How It Works:

  • Farmer Registration and Demand Placement: Farmers sign up on the platform using their mobile numbers and place orders for planting materials like seeds, seedlings, and plants based on their requirements.
  • Contribution and Subsidy Allocation: Upon raising a demand, farmers contribute their share of the cost of the planting material. The government's subsidy amount is automatically displayed on the screen.
  • e-RUPI Vouchers Generation: Once the farmer's contribution is made, an e-RUPI voucher is generated, which is received by the vendor supplying the planting material.
  • Delivery Verification: Upon delivery of the ordered material, farmers verify the receipt through geo-tagged photos and videos of their fields. Subsequently, the implementing agency (IA) releases payment to the vendor upon verification.
  • Subsidy Release: The IA collects all necessary documents and shares them with the cluster development agency (CDA) for subsidy release, ensuring transparency and accountability in the process.

Understanding e-RUPI:

These vouchers, provided by the NPCI, work like one-time payments that don't need cards or digital banking. They're sent via SMS or QR code and can be used for specific purchases.

Financial Help and Goals:

CDP-SURAKSHA offers financial aid to agencies working in different cluster sizes to improve horticulture. The scheme provides:

  • Up to Rs 100 Crore for Mega Clusters (Over 15,000 hectares)
  • Up to Rs 50 Crore for Midi Clusters (5,000 to 15,000 hectares)
  • Up to Rs 25 Crore for Mini Clusters (Up to 5,000 hectares)

The main objectives include reducing post-harvest losses, introducing innovative technologies, facilitating resource convergence, and enhancing stakeholder’s capacity and farmer’s income through cluster-specific interventions.

This scheme is a game-changer for horticulture farmers, making subsidy payments smoother and fairer. It shows how digital tools can transform farming and help farmers all over India.
